What is an OHS management system?

Sometimes abbreviated to just OHSMS, it is a system for managing occupational health & safety.

An OHSMS is most often a formal documented system that includes the following elements:

1. A safety policy
2. A programme for training and ensuring competency
3. A framework for involving employees in the management of OHS
4. The collection, analysis and reporting of safety performance data
5. The identification of hazards in the workplace
6. The assessment of the risk they pose to people
7. The elimination or control of those risks
8. The evaluation of the effectiveness of the control measures
9. Arrangements for emergency preparations and response
10. Systems for monitoring the effectiveness of OHS arrangements
11. Systems for monitoring the health of workers
12. Systems for the reporting and investigation of accidents / incidents
13. Other elements such as document and records control, internal auditing and management review meetings.

An OHSMS must be prepared using legislation and standards applicable in the organization's legal jurisdiction. Many jurisdictions for instance specify the actual method of consultation, training, incident reporting, emergency responses, health surveillance, health monitoring and risk management. By following the legislated method for each of these elements of the OHSMS, the organization discharges their statutory obligations.

Introducing AS/NZS 4801:2001

Organisations seeking external verification for their system will need to meet a standard - such as AS/NZS 4801:2001 Occupational Health & Safety Management Systems.

This standard is a specification and guidance for use of an OHSMS, and provides a widely accepted model. It is widely used as the foundation of a management system designed to address various health and safety, and other compliance requirements.
